Order before beauty
Most portals read a single PDF top to bottom. Decide the sequence (cover → form → certificates) before you merge. Name downloads clearly so you do not upload yesterday’s draft.
Fix sources first
Reorder skewed scans, straighten phone photos, and unlock password files before merging. Merging messy sources locks the mess into one packet that is harder to undo under a deadline.
Size checks
After merge, check the file size. If the portal rejects it, compress once. If it is still huge, split out optional appendices into a second upload when the form allows.
